It was minutes to the close of business, and the building appeared deserted. The lone guard at the reception who had asked him to hold on, stepped into the office a little later, and beckoned that he meet an officer who told him to join the crowd behind the wall. But her female colleague intervened, asking the customer to meet their manager. No one knew who he was, but after minutes, the manager helped him with the mandatory registration. An earlier stop elsewhere and on the same mission had been unsuccessful. He found favour with a man he never knew.
